Clinical residency

Clinical residency is the main type of postgraduate medical education, and its task is to prepare a narrow qualified specialists after 2 (3-4) years of clinical residency.
  The curriculum was approved by resolution No. 319 of the Cabinet of Ministers of the Republic of Uzbekistan dated 18.12.2009, Appendix No. 2 to this resolution " Regulations on clinical residency”, Ministry of health of the Republic of Uzbekistan dated 12 July 2012, No. 204 “ on requirements for educational programs in the system of advanced training and retraining of medical workers and the procedure for their approval”, order of the Ministry of health of the Republic of Uzbekistan dated 25 October 2012. Management and Organization of the professional development system approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 303 of November 4, 2013 No. 372 “on improving regulatory documents for training specialists in clinical residency".
  For admission to clinical residency, it is forbidden to participate in the competition at the same time in several institutions.
Persons who have passed the competition according to the score rating (in which the person must score at least 30% of the maximum possible number of points) and who have paid for training (in a paid-contract form) are eligible to be enrolled in the clinical residency.
  Admission to training for additional places in target places, including in the direction of other ministries, departments, organizations under the jurisdiction of which there are medical and preventive institutions, is carried out after the conclusion of a tripartite (educational institution, clinical resident-territorial health Department /Ministry/Department/Organization) employment Contract upon completion of training and subsequent completion of three years, except for the specified conditions.

  Persons not enrolled for classes within 1 month after receipt or are not participating in the classroom more than 1 month, not the last semi-annual or annual certification, fails to pay the contract and not fulfilled in the established terms of individual training plans, are excluded from the clinical residency by the head of establishment on representation of the head of Department (Department, laboratory, etc.). Persons excluded from the clinical studies for these reasons during the first year of study, can not be reversed in the study. Clinical residents who were suspended from training in the second year of study will be reinstated on a fee-based contract basis from the new academic year.

Admission to clinical residency

  The clinical residency on the basis of basic higher medical education granted the medical specialties listed by the Ministry of health of the Republic of Uzbekistan, as well as specialists previously graduated from residency or graduate programs who wish to obtain a second specialty in addition to specialty. Admission of doctors to the clinical residency in the second narrow specialty is carried out on a paid-contract basis.
  Admission to the clinical residency is carried out on a competitive basis. Competitive tests are held once a year, usually in the last decade of August.
Doctors who are citizens of the Republic of Uzbekistan, who have graduated from medical higher educational institutions in other states, are allowed to take entrance exams after nostrification of the document on higher medical education in accordance with the established procedure.
   Doctors who enter clinical residency in the direction of other ministries, departments and organizations that are responsible for medical and preventive institutions, after successfully passing competitive tests, are accepted for training on a fee-and-contract basis in additional places (if there is an appropriate personnel potential and material and technical base of departments/departments of educational/scientific institutions).
  The Ministry of Health of the Republic of Uzbekistan, based on the need of medical and preventive institutions for specialists, determines the number of places for training in clinical residency by educational and scientific institutions, regions, terms of admission, the list of necessary documents, the number and form of competitive tests, evaluation criteria, forms of reporting on admission.
  The number of places for training doctors in clinical residency at the expense of budgetary funds is determined by the Ministry of Health of the Republic of Uzbekistan within the annually provided amount of funding from the state budget for advanced training and retraining of medical workers.
  The Ministry of Health of the Republic of Uzbekistan announces a competition in the republican mass media for admission to a clinical residency, the deadline for submitting applications is set at least 30 days from the date of publication of the announcement.
  The head of the educational institution forms the selection committee under the chairmanship of the rector (vice-rector) of the medical higher educational institution or the director (deputy) of the medical scientific institution and approves its composition. The selection committee consists of leading scientists in various clinical specialties.
Candidates for the position of executive secretary of the admissions committee for clinical residency are submitted annually by institutions to the Ministry of Health of the Republic of Uzbekistan for approval on an alternative basis no later than the first decade of May. The executive secretary of the commission may be appointed for a new term, but not for more than two years per week.
  Companies engaged in training medical residents, must submit a list of doctors-participants wishing to enroll in a clinical internship in the Ministry of health of the Republic of Uzbekistan in the prescribed form after completion of admission documents, before the start of competition.
  The Ministry of Health of the Republic of Uzbekistan allocates targeted (employer - territorial health departments or other institutions, a tripartite agreement is concluded with the clinical resident of an educational institution after passing the competition) and free places on a general competitive basis (without concluding a contract) for admission to a clinical residency. Admission to targeted training on a competitive basis is carried out in accordance with the distribution of places by specialty, and then, based on the territorial principle, between applicants living in the same region of the republic (or wishing to find a job later). Target places in one specialty that are not filled according to the results of the competition are redistributed by the Ministry of Health of the Republic of Uzbekistan for other regions based on the need for personnel.
  For admission to clinical residency, it is forbidden to participate in the competition at the same time in several institutions.

Doctors permanently residing in the Republic of Karakalpakstan and regions, who participated in the competition for admission to clinical residency in institutions of the city of Tashkent and scored high scores on the results of tests, can be transferred by the Ministry of Health of the Republic of Uzbekistan to study in the relevant medical higher educational institutions of another region at their own request and if the host educational institution has the appropriate personnel potential and modern material and technical equipment.
  Applications of candidates for training in clinical internship, participating in the contest and do not agree with the test results (date of submission of applications - within three days after the announcement of results) are considered by the appeal Committee (term of consideration - within 24 hours after application). The appeal commission is created on the basis of the order of the head of the institution. Leading industry experts are involved in the composition of the appeal commission. If the applicant does not agree with the decision of the Appeal Commission, this decision may be appealed in accordance with the procedure established by law.
  Admission to the clinical residency on the basis of the conclusion of the admissions committee is carried out annually until September 10 by order of the head of the institution.
  In accordance with the needs of the regions physicians in a particular specialty, the Ministry of health of the Republic of Uzbekistan, taking into account capacity and material-technical base of educational institutions, to allocate clinical residents additional space for teaching on a tuition basis.
  At the end of the reception, the heads of institutions until September 10 submit to the Ministry of Health of the Republic of Uzbekistan a report on the admission of doctors to clinical residency in the form established by the Ministry of Health of the Republic of Uzbekistan.
